The first question I would ask is this: Is she itching because it feels good or beause she itches? There is a big difference. If she's doing it because it just feels good then you can explain that there are more appropriate places to do this. If she actually itches then take her to her doctor, chances are she's due to go in for a check-up anyway. You might try letting her shower instead of bathe in the tub. The running water will allow her to wash off as opposed to "stew". Soap in the vagina is usually a really bad idea, it dries out the mucous membranes and causes extreem itching and pain.
