Biting & Discipline

My almost nine month old is teething bad and biting everything. She is a very loving baby but lately we have been trying to teach her no-no and bad-bad when she touches or does something wrong-both words which she can say when she has done something unsafe like touch a cord etc. My mom says I shouldn't be disciplining her so soon. That if she gets into something it is the parents fault not the baby. Recently I told her no-no and she started crying and biting her hand real hard. this has happened a couple of more times and it frightens me as a first time mom. Is it too early to discpline and what do I do about the biting?
