I am in the same situation as you and many others. My son will be 4 in 2 weeks and shows no interest in using the potty. He has never sat on one or put underware on. When I ask him if he wants to use the potty like his big sister does he just says no. If we push the issue he gets scared and cries. My daughter was trained at 20 months and completely trained by 24 months. I don't know where I've gone wrong with him. He won't even except his dad showing him how the boys do it.
