Well, in your situation, I would bring educations toys (Leap Pad stuff is great) to your MIL's house and try to stimulate her interest in them. And I'd bring the educational movies like Blues Clues and Dora the Explorer and Sesame Street, where they at least try to teach them something. And I would scrape enough money together to send her to preschool 2x a week for the usual hours of 9 am-12pm. She does need some stimulation at that age to encourage development. That way you are doing what you can within financial restrictions.
