Well if you both love each other very much, I suggest waiting. The only safe sex is no sex. What if the condom breaks and you get pregnant? You'll have a fatherless baby. There really isn't a point in moving further into the relationship when he is moving far away for 3 years. Chances are he'll find someone new and so will you. Or one of you will cheat on the other. Just leave it like it is, and if you really do love each then after 3 years things will be the same and then you can proceed with the relationship.
