I don't know this is very common. However I had a same situation with my sisters son and neighbour boy. Two of them were 5 year old then. The girl initiated the play by touchinh his penis stroking etc. It seems that he enjoyed it. However the boy told his mother (my sister) this incident as if it is just like any other subject. Sister just took and casually, and just kept on eye on them, giving no occassion such that leaving them alone will not occure. Now son is 25 years old. But I don't know how to answer is question. What I think is it is just normal and don't give chances like that in future!
