Don't worry i bet you will start developing soon, but if you do not by 14 maybe you should see a doctor, i am short and a slow developer and i only really needed a bra at 12 , that is kinda late considering that lots of girls here start wearing bras at 10. I only got my first period recently ( i turned 13 last october ) and i was so wishing for it to come and it eventually came . Look at your family if your parents where slow developers then it just might be the case.
