If your daughter is ready to use tampons, then let her. It is really her personal choice weathere she is ready or not. Remember when you first got your period? YOu may have thought tampons were a better choice. Also, with your daughters lifestyle, tampons for her may be a better choice.
There is no specific age when girls can use tampons, only when their ready.
