Males are born with enough semen to en-pregnant every woman on the face of the earth, serious! so yes he is making semen, he should not be doing this at the age of 4. You need to verbally punish him when he does this, do nothing to inflict physical pain; i.e.; spanking or it could have an adverse effect due to his behavior before the punishment. I would seek professional advice. Good Luck...
