My younger sister would do the same thing when she was younger. Same situation: she seemed to do it constantly. Then she was told to do it in private, and it seemed to become more frequent. I think young children learn about thier bodies by touching themselves. And I think you were right to explain that it is a private thing. And although it may seem inappropriate and make you or others uncomfortable, try not to get mad. Eventually it will stop.
