39 weeks and effaced 80% and 2 cm

I am pregnant with my second child. I am 39 weeks and I was told yesterday by my doctor that I am 80% effaced and 2 cm dilated. Does this mean I will be in labor soon? Is there any thing that I can do to help dilate faster? Can I be 100% effaced and not be in labor yet?
