My 3 year old twins do the same thing and they also pick their lips to the point where they start to bleed. I tried everything except, to me at least, the obvious. Chap Stick. Chap Stick was the only thing that worked !!! Believe it or not within 2 weeks their lips were back to normal and they do not pick or lick their lips at all !!
