Preping preschoolers for Kindergarten, what should they know

My child has been in preschool since she was 3yrs old. This August kindergarten will be starting and she has been tested to check her skills. Strangly enough what she knows is why below average. Colors, shapes, numbers, she can say them all. But identifying them is another story. I have been told that she should know these things. Is the preschool not covering what seems to be basics for kindergarten or is this something that should be taught when she starts school. It has me worried that she is not ready yet!
