My 9 year old son has NO fear of punishment

I am a single mother of a 9 year old boy. I love him with all my heart and I know he realizes that. However, anytime I try to tell him why he should or shouldn't do something he immediately blocks my words out with, "I don't have to listen to you, you aren't my boss", type crap. He almost burned a shed down today and when I tried to talk to him about playing with matches, we ended up in a full fledged fight. I spanked him with a belt, but that didn't stop him from screaming and yelling and kicking me. He is not scared of me at all. I was always told fear is what makes a child listen and respect their parents. What am i doing wrong?
