I would be curious to know the home situation of this other child. Is it a mom-dad, mom-mom, or dad-dad setup. Explain to your son, no one touches him in his bathing suit area, at all! And he should tell you immediately if anyone does. I would demand to speak with the boys parents and understand what he may have seen to warrant this type of role play. If it comes down to it remove your son from the environment.
