My 4 month old daughter has eczema since she was a month old. In the beginning it was just on her face, then her neck and now it's pretty much all over her body. Her eczema feels rough everywhere except behind her knees and the other side of her elbow(which is just red). The skin also looks very dry. You mention that it doesn't seem to be itchy so it's unlikely that it's eczema. You can try using vaseline on the area, it helps with rash and it softens the skin pretty good.
