Dependant upon what state you live in this can be considered sexual harassment yes i said it sexual harassment a boy in my daughters school was expelled for just that he pulled a little boys pants down on the play ground and now cant go to school. I know you dont want the other boys expelled but the reality is that you have to contact the school about this. It is wrong and the other boys parents need to know that at such a young age they are talking about penal size. I dont envy you Good luck
