My 3yr old is the same way. I just cut out naps all toether. We get up every morning at 730 for school and she MUST stay up the whole day. If she is tired during the day I will let her lay down to watch cartoons. Usually after 20 minutes shes gotten over being tired. I also make her stay in the front room. After dinner we have our routine. She goes in and gets her night night clothes then we take her bath. After that she will help me with loading the dish washer and then its quiet time. She can stay in my room and watch TV or she can read books. Either way it is no activity. Then at 730 I tell her 15 min., in my room to chill, and usually in ten she askes to go to her room shes "chilled" and she goes to bed.(However up untill 2 weeks ago she would stay in there and go to sleep.) I did find though milk from dinner makes her hipper. Something you might think about?.?.?.I also do not let her eat snacks be tween 230 and dinner(530)that way she is really hungery. Then when her stomach was full she'd get sleepy, and would coopurate better when told it was bed time. I think the whole thing is that your routine has to include everyone in it. Thats the way it is here. If I want to stay up late I have to unwind first till shes asleep then I can get up and clean or whatever.
