Advice needed regarding 13 yr old

I hope that you guys can help me out with a problem.

I recently went upstairs and found one of my daughters who is 13 in my son's bedroom. My son is 18. My daughter was standing at his chest with his underwear drawer open. I asked her what she was doing, and she mumbled, "Nothing." She seemed very embarrassed. When I pressed her for an explanation, she just stood there.

She is at the age where she is starting to become interested n boys and such, so I suspect she was just sneaking a peak at boy's underwear. I know this is somewhat natural and innocent. However, I did not like the fact that she invaded her brother's privacy. I also do not like her standing there and lying to my face.

So I gave her a good lecture on respecting other people's space. I told her she had no right to be in her brother's room without his permission. I told her if I ever found her in there again I was going to give her a spanking.

Was I too hard on her? What if I find her in there again? Should I follow through on my threat and punish her? I really do want to back down now, and I think she was wrong to be in her brother's room. But I also don't want to overact to natural curiosity. Any advice is greatly appreciated
