When then, is old enough for a child to learn responsibility? The earlier the start the better, I say. I am guessing that an entire 3rd grade class is not being held back, so it seems that 3rd grade is not too young for some to learn it. Maybe she just needs more help and if the school won't do it, then you should. Put a note in her binder that reminds her to turn in her assignments. Have a talk with her about the consequences of not turning in assignments. Do anything you can do to help her get where she needs to be.
