Allergy to milk protein

Hello, My son is 5 weeks old. Since he's been home from the hospital he's been grunting and groaning while he sleeps. It seems he doesn't get much sleep at all. I have him on enfamil with iron and he seems to do ok. Minimal spitting up and great burping. But now he has very bad congestion, sneezing, coughing and baby acne ( i think) on his face and his forhead is peeling. I also notice his eyes are glossy alot. Could he be allergic to the milk protein in his formula? Should I change to a soy formula? Please HELP! I'm driving my husband CRAZY!!!.
