2 year old touching hisself

Hello everyone I have a 2 year old son. My little boy used to have long hair and every time he'd drink his bottle or his tippy cup he'd pull his hair. Well now he got a hair cut and now I find him pulling at and playiong wit hhis uncircumsized penis. It sort of bothers me. I hardly let anyone alone with my baby and he hasn't started fondling himself until he had no hair to play with . He knows how to talk and I'v e told him to tell me if someone was ever touching him. Should I be worried that someone's touched him before???
