3 & 4 year old kissing and touching

I have a 3 year old son, and I babysit 2-4 year old girls. They are experiencing kissing on back and belly and butt. I have caught them without underware on. I know they are just curious, but how do I explain for them not to do it or even punish them without making a big deal about it so they are not so prone to sneak and do it. I have talked to the girls moms and they don't know either. Me and the other moms don't make a big issue about it, but if they were to do it to someone else's child, that parent might. Any names of books or advice will be greatly appreciated.
