i have to interject just a bit.... starting to change, 'growing INTO women' was the phrase you used....it means that they are NOT YET women, not yet adults; certainly on the way, and in the process of becoming, but NOT there at the present. and, as such, especially since these same girls are lacking in the emotional and cognitive experience to deal with the consequences of attracting men (even young men, who think primarily with their hormones, and not their brains)for these girls to dress provocatively is doing a disservice to them. ALSO, since most, if not all girls this age are also growing and developing their self-images, it is fair to say that they often mix up their body appearance, and their sense of self-worth, which can and frequently DOES have consequences which last decades (and pays for their therapists kid's braces, summer camps, and trips to europe!!!) it isn't fair to expect young, developing women to wear their osh-kosh's and dr denton's, however, it's also not fair for them to expect to walk around with vicky's secret being shouted out, and wearing shorts and pants cut in such a way as to let everyone know if their hair color is natural!!!
