stepfather thinks 9 year old masterbation is wrong

I am a mother of 5 going to be six, I have five children from another marriage, my husband now has walked in on or seen my 9 year old son "masterbating" and thinks it is wrong and is unhealthy. He has no children of his own and knows very little about children. Can someone help me to help explain to him that my son is normal and that what he is doing is a normal part of life. Thanks.
