sibling fighting - not listenining- lazy-bad grades

I have 2 sons 13 and 8 and they are driving me crazy with fighting with each other. The 13 year old is 3 times the size of the 8 year old and the fighting, name calling is out of control. Neither one of them listens to me and the 13 year old received 2 Fs 2Ds and a few Cs on his report card. I have no idea how to disipline them and spanking is not an option. Please help!
