Not wanting to alarm you too much, I feel you should have your sister ask her physician about a possible scabies mites infestation. I had a nurse once told me if there is a chronic problem of headlice it usually turns out to be a scabies mite infestation. And the cleanest person on the face of the earth is not immune to them. Anyone can get them. You can aquire them by touching a bannister of which an infected person has touched as well. They're hard to detect because they are microscopic and are nocturnal. Greater risks of getting them are in institutions such as nursing homes and day care facilities. You have to treat them with prescription not over the counter (though tea tree oil is a good defense mechanism for headlice). If left untreated they could cause infections.
Areas to check are between fingers and toes, on the palms and soles of hands and feet and creases in the skin on your body as well as on the scalp and other areas.

Wash walls and countertops with disinfectant solution.

I dont mean to cause any panic but it is better to be safe than sorry, beleive me I know what being misdiagnosed is llke and what early detection means to your health.
