kids who won't listen or help

I am at my wit's end. I have 4 kids who refuse to help me at all around the house. I work outside the home plus hold other small jobs. My husband also helps very little to not at all around the house. My house is not only messy, it's dirty. I am close to tears today as I try to clean at least one room while dealing with temper tantrums from my 9 and 11-year-olds. Please-any advice?
