I think that you should heed the other mom who said that this was a natural part of childhood. I am currently telling myself this now, because my 4-yr old sometimes tries rubbing herself and I almost go berserk with her. I have to catch myself and tell her that I don't like to see her doing that and if she could, could she try and stop doing this. I know that she is only 4 and she will do this if she thinks that there is not actually "wrong" which in my opinion it isn't. However, I think that at some point in her life she will just stop. Many a parenting books says that this is just about acceptable to an extent.
But what I think is that if the advise here doesn't help you, maybe the best thing to do would be to talk to your daughter's pediatrician and get his/her opinion on the issue.
