i agree that it might be curiosity but once you explain that it is not what they should be donig it is no longer curiosity. it becomes wrong and right. you need to explain what is acceptable behavior and what isn't!
i do foster care and many times it is a serious situation. many parents had the impression it was curiosity and let them play! not a good idea
