Another effective way is to simply go up to him and talk about "normal" stuff and casually invite him on a date a minute or two into the conversation. Something like:

Mary: Hey Bill! Great job on the footbal game last night!
Bill: Thanks! I can't believe we actually beat them!
Mary: I know, and now you're off to the semi-finals!
Bill: Yup. So awesome.
*silence*
Mary: So anyways Bill want to go to the movies with me on Friday?
Bill: Sure!

The only time a person would say no to a date is if they have made plans already.
