What do i do when i love someone so much and i want to date him?

I've liked this guy since last year now. He's not the best guy. But he has the nicest personality. He's already been into alot of trouble and has been in jail already and is only 17. I know that makes him sound like a bad boy but he treats me relaly nice.The only problem is is that he is my best friends brother. I really do love him and i know he loves me becuase, he's told me he loves me. He has wanted to cuddle with me and tried to and i wanted to and i wanted to make out but his sister was there and i could tell she was a little uncomfortable. But i can't stop thinking about him. Every time i here his voice i get this wierd sensation and warm feeling inside that makes me really comfotable and he makes me feel so safe. I'm just scared of losing my best friend and i don't want that to happen but i love him and i can't help it. Please if anybody has any advice please email me or something let me know what to do.
