It's been awhile since your message was posted. How is your baby doing now? My daughter has been doing something similar. She uses her right arm more than her left one (she is now twelve weeks but has been doing this since about 7 or 8 weeks).
She swings it and bends her right arm easily, but she doesn't move or bend her left one as much or as easily. It's like it's more difficult to move and bend the left one at will, although she does it sometimes. As far as swinging his arm when he's falling asleep, that's probably just because he's tired. Some babies get MORE active when they're exhausted; it's like a reflex. I'll bet your little boy will be like my oldest son when he gets a little older -- very active, and more powerful and "hyper" the more exhausted he is! Please let me know if your child has outgrown this and if he uses his left arm as much. I am really concerned about my daughter's progress. Thanks!
