Katherine,

I'm not sure of the qualifications, but she should be getting help. I know of a 17 year old that has a 2 month old that lives at home. She quit school, does not work and she receives WIC. If her Ped. has samples and will not give them to her she needs to find another Ped. She needs to go back to the WIC office and explain to them that her parents are not supporting her. She may even have to show them proof that she is paying her parents rent.
