Please help!! Daycare provider in need of help with 2 yr old

I have a daycare that I run alone with 6 children. I have a 2 yr old that is driving me nuts. I have had him since he was 6 weeks old and every step of the way he has challenged me. I have talked to both parents and they both say that one of them disciplines him and the other doesn't cause they don't want to see him cry. The poor child is getting mixed signals at home. Everytime I tell him something, he throws himself on the floor and crys. After I tell him not to do something, he goes right back and does the same thing over and over again. He just doesn't get it. Nothing works. Please help. I'm ready to pull my hair out.
