Just ignore it and in a couple of days he'll probably stop. I had the same problem with my 16 month old. He would bang his head against the floor and then just scream when he didn't get what he wanted. At first I was really worried that he would hurt himself and that made the whole thing worse. I asked my ped who said that it was a sort of emotional blackmail and that if I ignored it, it would go away. Took him a week to stop, but he hasn't done it since.
Hope it helps.
