This sounds familiar. My sons are at each other all the time. Yes, your little one will be the aggressor next year. Teach your oldest to say, "stop" and "mommy help" when his brother is bothering him. If he doesn't say stop and elects to beat on his brother take away a privilege. Something very important. For us it is TV and video games. Reward him when he says stop and asks for your help with his little brother. It will take some time but it worked for us. Our preschool teacher taught me this technic and it has worked pretty well for us.
