I have a 17 month old and she has been going to bed around 8:30 pm or so and that seems to work for us, we used to keep her up til 10 pm so she'd sleep through the night but since that is still a problem, she skips her evening nap that used to be around 6:30 or so and we keep her up so she's tired by 8:30 or 9 pm and sleeps at least til 1:30 or 2 before she wakes herself, that's another story. Anyway, that timeframe works for us and usually doesn't wake til 7 am the next morning.
