7 month old only takes 15 min naps

My 7 month old boy only takes 3 15 minute naps throughout the day. He's up by 7:00am and goes to sleep at 7:00/7:300pm in between he harldy naps just 15 minutes or so. I've tried everything, darkening his room, complete silence, soothing music, but he wakes up 15 mintues later. He's very active during the day and if thats not enough he wakes 2 or 3 times during the night also for formula. Any suggestions to get him to nap more or to sleep tru the night?
