9 year old with too much guilt / and touching problems?

My 9 year old douhter has recently started to feel sad on daily basis and cries. When i asked her what was wrong she told me she felt guilty about things that happend last year in 2nd grade. She is on the honer roll and has been since she started school,she said she cheated on one test last year and felt bad about it. The thing is that she had told me this last year already.She then gave me anther reason why she felt guilty,again a very odd thing.I question her and she begins to cry and says she dose'nt know why she is crying.
She has a male teacher and she says she had a dream that he was in a bed with her??? And it was foggy but she is certain it was a dream!! What should I do?? She says that she stop going up to the desk becouse he sometimes puts his arm around her waist. She comes home and tells me evertime a boy touched her during the day..likeon her arm or on her tommy, boys in her class.I don'nt know what to think?
