First off good for you for stepping up and helping your daughter. I am proud of you having love enough to raise her alone. (This is SO difficult in in of itself.)

I am a mom of soon to be 3 kids. My oldest is a girl of 3. She does the same thing and it is perfectly natural.

I HIGHLY recommend you read this link from Dr. Sears. (An actual pediatrician and Dad of 8 kids!)

Distraction is the best thing for this. It usually means (in my opinion) a high amount of stress in their lives. Reducing the stress is the KEY to long term reduction of the "playing". Distraction is an easy simple short lived thing to do. (My daughter did it when we moved, lost a loved one, learned to talk, etc.)

PLEASE don't try to tell her that it is bad. It's normal and they are still so innocent they know nothing negative about it. The impact of sexual issues in the future is too great to mess around with this without professional advice (pediatric physician or otherwise.)
