No, you don't have to be having sex to be gay. Sex never happens without an attraction being apparent beforehand. I'm assuming most people know who they like without sleeping with them. To the original poster, I'd recommend not pushing the issue, but also not assuming that he's one or the other. If and when dating comes up, explain the whole shebang in terms he can understand - both heterosexual and homosexual. He doesn't have to know all of the biology at once to understand a relationship based on attraction.
