9 yr old daughter masterbating

I have "caught" my 9 year old daughter masterbating in the shower and with my son's "vibrating" toys. IS THIS NORMAL??? I have not talked to her yet about the "birds and the bees" and right now I am not sure how to talk to her about this. I had another child 11 months ago and after 8 1/2 years she is having to "share" attention that she has always had for herself. Could this be for attention or is this normal for her age? I don't remember when I started being curious about what "feels good" to a girl at that age. If anyone has any suggestions... PLEASE RESPOND!!!!
