It may be a little unusual, but probably nothing wrong with it, if it's their choice. How unusual it is depends somewhat on how physically mature they are, especially the older one, age 13. Most 13-year-olds are going into puberty or have already gone into it, but this one may not have, in which case their "nude" appearances may not be all that different from each other. If the older one HAS gone into puberty, and thus has pubic hair and his penis & testicles are becoming noticeably larger, and he has most likely begun to be sexually active (with himself, anyway) it probably would be a bit more unusual for him to so freely "expose" himself to his brother--but not necessarily so. Maybe he sort of likes to "show off" his changes, especially if he senses the younger one finds it interesting. However, if you're wondering if there might be something sexual going on between them, a bigger question would be, do they sleep together? Because if they're doing anything of that nature (masturbating or some kind of sexual horseplay) it probably happens in bed at night, not during a bath. And as to whether there's anything out of line about young brothers doing sexual things together.... that's a whole question unto itself. Most of the "experts" would probably not consider it anything more than curiosity and experimenting, and an outlet for a developing sex drive. And a lot would of course simply depend on the kind of relationship the brothers had in general. |
