It sounds like your a sticking with a routine which is probably the most important part. We did this when our son went through this difficult stage. If he got out of bed (which he did every night) he had to either sit in time out or on Dad's lap. He was not allowed to play. He typically would sit on Dad's lap for about 10 - 20 minutes and he would than be ready to stay in bed. Some nights were more difficult than others but for the most part he understood that it was quiet time. If he fussed, he went right back into bed (which was no fun). We watched what we wanted. I wouldn't start allowing cartoons. Keep it boring to the child. Our son is now 4 years old and goes to bed around 8:30 without question. 2 years - 3 were the worst for bedtime. My youngest is now 2 and I dread the day we move him to a big boy bed because that is when you have to re-establish the bedtime routine and it is not easy. Good Luck!
