When my kids were small, I would bathe early every morning before the kids woke up. The house was so quiet and peaceful. Also I didn't have to worry about my kids getting into things they shouldn't because they were still sleeping. I mostly chose this time for safety reasons but it may be a better idea to bathe/shower when he sleeps. He's young and probably doesn't understand why this behavior is wrong. When he's older he feel very embarassed about this,that's if he remembers.
