Have you tried putting her in one piece sleeper pajamas? They're thick like a blanket. If you cut off the feet part of the pajamas, you could have her wear it backwards. It would be impossible for her to strip and touch herself like you described. Reasoning with a 3 year old will get you nowhere. Sometimes it is better to help her avoid the opportunity. If she needs to use the bathroom, she'll need your assistance to get them off. I've also seen these pajamas with a thinner fabric. Hope this helps.
