my 2 3/4 yr old boy wont potty train

my son is very headstrong and will not go on potty or toilet. Have tried rewards. Have tried underwear.have tried pullups. Says he doesn't want too!he is now back in size 5 diapers and tells me he is wet when he is sopping wet.Tells me to change his diaper.He really has no interest.His older brother is also no source of strategy to make him want to do this.I pretty much have given up for the time being.I need sure fire directions that will work.Hope somebody knows how to rectify this situation.
