7 months old and won't stop rubbing

Please help I don't know what to do. Every time I put my daughter in her highchair to feed her she pulls herself forward in the seat (yes I've tried adjusting the belt, even no belt at all, doesn't seem to matter)and rubs herself on the chair. She continues to do this and will not eat for me. What should I do? I'm getting very frustrated with it all. I've tried ignoring it to see if she would stop on her own but that doesn't seem to work. Any suggestions? What will I do when we have family over at Christmas? It's going to be very embarassing. Please Help!
