Well, I'd leave her in a crib for awhile longer. If she can crawl out, buy one of those pet nets that goes over the top of the crib. It will also prevent her from getting out. Have you ever tried Child Calm (www.childcalm.com) to encourage sleep, or at least to break this habit of crying for a long time at bedtime? Or perhaps some warm milk?
